City of Pensacola Community Redevelopment Agency

The City of Pensacola Community Redevelopment Agency (CRA) was created by the Pensacola City Council on September 25, 1980 to revitalize designated areas of Pensacola.

The role of the CRA is to implement the City’s redevelopment plans utilizing Tax Incremental Financing (TIF) revenues to undertake and complete redevelopment projects authorized by Chapter 163, Part III, Florida Statutes (the “Community Redevelopment Act”). This funding mechanism allows the City to reinvest rising property tax revenue back into the same district, supporting local projects without raising taxes or pulling funds from other areas. The City has three designated TIF districts, Urban Core, Westside, and Eastside, each with their own adopted redevelopment plan and TIF trust fund.

The CRA will continue this work through 2046, focusing on historic areas like the waterfront and nearby neighborhoods.

Key redevelopment goals include:

  • Preserving, rehabilitating and enhancing the community redevelopment area neighborhoods to maximize livability and quality of life;
  • Fostering a diverse supply of housing options, especially affordable and workforce housing; and
  • Creating a robust and stable economy that offers employment, culture and entertainment and is filled with people and businesses.

Board Membership

The City of Pensacola Community Redevelopment Agency (CRA) is governed by a seven-member Board comprised of the Pensacola City Council, in accordance with Florida Statutes, Sections 163.356 and 163.357. All members’ terms are concurrent with City Council term.

Serving as the governing body of the CRA, the Board is responsible for directing redevelopment activities, approving community redevelopment plans, and ensuring alignment with the goals established under the Florida Community Redevelopment Act (F.S. Chapter 163, Part III).

All CRA Board members are subject to the Florida Code of Ethics (F.S. Chapter 112, Part III) and complete annual ethics training as required by F.S. 163.367.


About the Community Redevelopment Agency

The goal of the Community Redevelopment Agency (CRA) of Pensacola, Florida is to eliminate slum and blight using strategies that promote reinvestment and revitalization in the community. On September 25, 1980, the Pensacola City Council made the determination that a blighted area existed in the city, and that there was a need for a redevelopment agency to rehabilitate, conserve and implement the redevelopment and revitalization of this blighted area. Therefore, Resolution 54-80 (PDF) created the Pensacola Inner City Community Redevelopment Area and Resolution 65-81 (PDF) reaffirmed it. Based on this determination, the City Council declared itself the Community Redevelopment Agency (CRA) pursuant to the provisions of Chapter 163, Part III, Florida Statutes. This action, adopted by Resolution No. 55-80 (PDF) and amended by Resolution 22-10 (PDF), also outlined the rights, powers, duties, privileges and immunities invested in the City Council acting as the Agency. On August 13, 2020, the City Council voted to extend the life of the agency until 2046. Downtown Pensacola's redevelopment efforts are guided by the CRA, which is comprised of the seven City Council members, and a citizenry determined to revitalize the historic waterfront and inner-city neighborhoods.

Community Redevelopment Agency Charter

The Community Redevelopment Agency's Charter, adopted by Resolution No. 55-80 (PDF) and amended by Resolution 22-10 (PDF), outlines the rights, powers, duties, privileges and immunities invested in the City Council acting as the CRA. The Charter states that the City of Pensacola's ordinances, policies and rules of procedure apply to the Community Redevelopment Agency, unless expressly provided otherwise by law or action of the Agency. Rules of Procedure and Ethics Policy

The policies and procedures of the City of Pensacola, including the City Council Rules of Procedure, and Ethics Policy, apply to the Community Redevelopment Agency, unless expressly provided otherwise by the Agency's Bylaws or other law or action of the Agency. The City Council Rules of Procedures are available on the City Council webpage. The City of Pensacola Code of Ethics is established and incorporated by Chapter 2-6 of the Code of Ordinances of the City, as amended from time to time, and as authorized by the Charter of the City (PDF) and contemplated by Sec. 2-6-3 of the Code of Ordinances.

Budget and Budget Amendments

The City of Pensacola Fiscal Year runs from October 1st through September 30th each year. All Community Redevelopment Agency budget documents are available on the City of Pensacola's Financial Services Department webpage.

Applicable Agency funds include the Community Redevelopment Agency Fund, Urban Core Redevelopment Trust Fund, Eastside Tax Incremental Financing District Fund, Westside Tax Incremental Financing District Fund, and the CRA Debt Service Fund. These funds comprise the Agency budget which exists as a component of the City of Pensacola budget.


Meetings

The Community Redevelopment Agency typically meets once per month, immediately following the 1st City Council Agenda Conference of the month at 3:30 p.m.

Staff

The CRA is staffed by the City of Pensacola’s Economic Development Department. The Department is responsible for the administration of the agency, including oversight and implementation of the City’s adopted redevelopment plans and staffing board meetings.
