CRA FAQ
The goal of the Community Redevelopment Agency (CRA) of Pensacola, Florida, is to eliminate slum and blight using strategies that promote reinvestment and revitalization in the community. On September 25, 1980, the Pensacola City Council made the determination that a blighted area existed in the city and that there was a need for a redevelopment agency to rehabilitate, conserve, and implement the redevelopment and revitalization of this blighted area.
Therefore, Resolution 54-80 created the Pensacola Inner City Community Redevelopment Area, and Resolution 65-81 reaffirmed it. Based on this determination, the City Council declared itself the Community Redevelopment Agency (CRA) pursuant to the provisions of Chapter 163, Part III, Florida Statutes. This action, adopted by Resolution No. 55-80 and amended by Resolution 22-10, also outlined the rights, powers, duties, privileges, and immunities invested in the City Council acting as the Agency. On August 13, 2020, the City Council voted to extend the agency's life until 2046.
Downtown Pensacola's redevelopment efforts are guided by the CRA, which is comprised of the seven City Council members and a citizenry determined to revitalize the historic waterfront and inner-city neighborhoods.
Community Redevelopment Agency Charter
The Community Redevelopment Agency's Charter, adopted by Resolution No. 55-80 and amended by Resolution 22-10, outlines the rights, powers, duties, privileges, and immunities invested in the City Council acting as the CRA. The Charter states that the City of Pensacola's ordinances, policies, and rules of procedure apply to the Community Redevelopment Agency unless expressly provided otherwise by law or action of the Agency. Rules of Procedure and Ethics Policy
The policies and procedures of the City of Pensacola, including the City Council Rules of Procedure and Ethics Policy, apply to the Community Redevelopment Agency unless expressly provided otherwise by the Agency's Bylaws or other law or action of the Agency. The City Council Rules of Procedures are available on the City Council webpage. The City of Pensacola Code of Ethics is established and incorporated by Chapter 2-6 of the Code of Ordinances of the City, as amended from time to time, and as authorized by the Charter of the City and contemplated by Sec. 2-6-3 of the Code of Ordinances.
Purchasing and Procurement
Pursuant to Chapter 163, Florida Statutes, the Community Redevelopment Agency adheres to the City of Pensacola procurement policies and practices. Budget and Budget Amendments
The City of Pensacola Fiscal Year runs from October 1st through September 30th each year. All Community Redevelopment Agency budget documents are available on the City of Pensacola's Financial Services Department webpage.
Applicable Agency funds include the Community Redevelopment Agency Fund, Urban Core Redevelopment Trust Fund, Eastside Tax Incremental Financing District Fund, Westside Tax Incremental Financing District Fund, and the CRA Debt Service Fund. These funds comprise the Agency budget which exists as a component of the City of Pensacola budget.
CRA Board Members
The seven (7) members of the Pensacola City Council serve as the Community Redevelopment Agency Board Members.
Community Redevelopment Agency Meetings
Community Redevelopment Agency meetings are typically held immediately following the Pensacola City Council Agenda Conference of the month beginning at 3:30 p.m. at Pensacola City Hall, 222 West Main Street, Council Chambers, 1st Floor.

The CRA offers financial assistance programs designed to enhance residential and commercial properties within the three CRA districts.
CRA works to transform Pensacola with projects big and small. Some notable projects include the revitalization of Bruce Beach, which transforms Pensacola’s waterfront into a vibrant community space, and the Blake Doyle Skate Park, providing a new hub for local youth and skaters. The Pensacola Bay Pier at Community Maritime Park is another standout, enhancing public access to the bay and offering beautiful scenic views. Additionally, the CRA supports the Chappie James Museum, preserving and celebrating the legacy of America’s first Black four-star general and contributing to the city’s rich cultural heritage.
The CRA uses Tax Increment Financing (TIF) to fund redevelopment by capturing and reinvesting a portion of tax revenue generated within the designated district. This supports specific neighborhood redevelopment goals without raising new taxes or pulling from outside areas. The City of Pensacola has three TIF Districts.
